The Toki Toki no Mi is a Paramecia-type Devil Fruit that allows the user to send themselves and others forward in time. It was eaten by Kozuki Toki, but with her death, the fruit has returned into circulation.
This fruit is one of the few Paramecia often confused as a Logia-type Devil Fruit, because it seemingly produces an "element". However, it is not a Logia because the user cannot transform into the said element, but rather just generate it.
This is correct, Warzone 2 is heavy on the CPU and would explain the GPU not being fully utilised. Increasing image quality settings (or display resolution) would increase GPU utilisation. Is the game running okay though? If so I would not worry too much that the GPU utilisation is not maxed out.
